Colonel Harold O. Loy
February 10, 1932 - March 28, 2015
Loy, Harold O. Colonel (Ret.) 83, passed away peacefully at his home on March 28, 2015. Born on February 10, 1932 in Taylor County, Ky to Henry and Estell Gribbins Loy. Harold’s life career was in the military, serving in Korea from March 1952 until June 1954 and Vietnam from October 1968 until October 1969. His awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Good Conduct Medal, National Defense Service Medal, Korean Service Medal, Vietnam Service Medal, Humanitarian Service Medal, Armed Forces Reserve Medal, Army Service Medal, United Nations Service Medal, Republic of Vietnam Campaign Medal, Korean Presidential Unit Citation, Meritorious Service Medal, and the Kentucky Medal of Merit. Following his military retirement, Colonel Loy was employed by the Commonwealth of Kentucky, Division of Disaster and Emergency Services, Department of Military Affairs. Positions held were Plans officer, Operations Branch Manager and Assistant Division Director following until retirement from state government in August 1995. In September 2001, he was appointed to the position of State Director, Kentucky Selective Service System and held that position until August 2007. Following that he volunteered with the Red Cross where he participated in several disaster relief missions. He was a member of Good Shepherd Catholic Church, VFW Post 4075th, National Guard Association of United States and Ky, and was the former director of the Red Cross. Survivors include two daughters; Kathryn Louise Parrish (George) and Dr. Elizabeth Diane Loy both of Louisville, two sons; Mark Kevin Loy (Bonnie) and James Harold Loy of Frankfort, five grandchildren; Heidi Rebecca Loy, Ashley Ann Parrish, Kevin Scot Loy, Heather Elizabeth Loy, Kayla Sue Loy, five great grandchildren; Scot Andrew Loy, Olivia Kathryn Nalley, Izzabel Grace Clark, Aubrey Nicole Loy, Joshua Jackson Wilbert II, a brother; Carl Loy (Helen), Campbellsville, Ky, and a sister; Mildred Cooley, Louisville. He is preceded in death by his parents, wife; Ruth Ann Loy, and a brother Willard Loy. Mass of Christian Burial will be noon, Wednesday at Good Shepard Catholic Church, 75 Shepherd Way, Frankfort, Ky 40601. Father Charles Howell will officiate. Burial will follow at Sunset Memorial Gardens. Visitation will be 1:00 p.m. until 8:00 p.m., Tuesday at LeCompte Johnson Taylor Funeral Home, 1725 Louisville Road, Frankfort, Ky 40601.
